The trick with buff builds is that it's rather easy to wait out the buff, and so you need to choose weapons that are good at pressuring, and also weapons that would benefit from the buff more so than just innate elemental damage.
This thing looks amazing with Darkmoon Blade, which I actually prefer over an infusion build anyway. Buff or no at 60 faith lightning build has over attack. You're lucky for not seeing it in duels, because this thing outranges almost every heavy weapons and casters as well. I swear, never see it in duels, but every gank squad has atleast one to chase you down, interrupting attacks from a distance. Comments posted to our Dark Souls 3 Wiki.
